SeaPort-e and SeaPort-NxG Contract Overview

In late 2018, CoAspire won a new SeaPort Next Generation Contract from the U.S. Navy. CoAspire will support the U.S. Navy and U.S. Marine Corps through SeaPort NxG. The multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contract holds a total value of $5 billion. It includes a five-year base period with one five-year option.

Through this contract, CoAspire, and its partners will compete for individual task orders supporting Naval Sea Systems Command, Space and Naval Warfare Systems Command, Naval Supply Systems Command, Military Sealift Command, Naval Facilities Command, the Office of Naval Research and the U.S. Marine Corps. CoAspire will perform a variety of engineering services and program support as required by the individual task orders.

SeaPort-NxG is the follow-on contract to SeaPort-e. Until the SeaPort-e Period of Performance is over, CoAspire, as well as all other SeaPort-e contract holders are required to provide the following information on their website:

SeaPort-e was established by the Department of the Navy and its Naval Sea Systems Command (NAVSEA) Warfare Centers to provide a faster, better, and more cost-effective means of contracting for professional support services. The ordering community of SeaPort-e includes the following authorized users:

  • Naval Sea Systems Command (NAVSEA)

  • Naval Air Systems Command (NAVAIR)

  • Space and Naval Warfare Systems Command (SPAWAR)

  • Naval Supply Systems Command (NAVSUP)

  • Military Sealift Command

  • Strategic Systems Program (SSP)

  • Naval Facilities Engineering Command (NAVFAC)

  • Office of Naval Research

  • Defense Threat Reduction Agency (DTRA)

  • US Marine Corps

CoAspire and its teaming partners will provide skills in the following Seaport-e functional areas over a three year period of performance:

  • 3.4 - Prototyping, Pre-Production, Model-Making, and fabrication support

  • 3.6 - Software Network Support

  • 3.12 - Information System Development, Information Assurance, and Information Technology Support

  • 3.16 - Logistics Support

  • 3.17 - Supply and Provisioning Support

  • 3.18.2 - Professional Development and Training Support

  • 3.20 - Program Support

  • 3.21 - Functional And Administrative Support

  • 3.22 - Public Affairs and Multi-Media Support

CoAspire and its teaming partners offer SeaPort-e services in Zones 2, the National Capital Region which extends 75 miles south of Washington, DC and includes Patuxent River Naval Air Station:

To enhance and expand its systems engineering and analysis/advanced technology service offerings and geographical reach, CoAspire teamed with Ventus Solutions, LLC and The Continuum Group, Inc.

Navy Seaport-e Contract Requirements

CoAspire, LLC was awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) prime contract (N00178-16-D-8647) and first task order by the Navy Surface Warfare Dahlgren Divison on June 30, 2016.  CoAspire and its partners below have the ability to quickly go under contract to support Navy PEO's, Program Managers, Directorates and Field Activities with their services needs.  

It is a material contract requirement that each Seaport-e IDIQ holder maintain a publicly available webpage throughout the period of performance of the contract. The purpose of this webpage is for CoAspire to communicate with potential customers regarding our team's ability to provide world-class professional support services for all NAVSEA Program Executive Offices, Directorates and field activities.

CoAspire, LLC has maintained a high level of customer satisfaction among its customers, including, the Department of the Interior and various commercial entities. Each of our projects has a primary manager or point of contact. This individual establishes and maintains good rapport with the customer. Each customer also has the CoAspire team available for support. We have diverse expertise and years of experience that can be applied formally as part of the project or indirectly in the form of mentoring. We will make this same dynamic available to our engagements under Seaport-e. We will add the resources from our team members to expand the qualifications available while maintaining our Small Business spirit of personal contact and rapport.

The CoAspire Team offers the Navy its own qualified personnel as well as resources from other team members as identified above. This approach ensures that tasks under the vehicle are serviced by experts, not by those seeking training at the expense of the customer.
